Preocuparea apostolului Pavel în această epistolă este ca creștinii credincioși să trăiască în ordinea corectă în casa lui Dumnezeu și astfel să dea mărturie lumii despre adevăratul caracter al lui Dumnezeu ca Mântuitor și Dumnezeu Creator. Pavel îi dă lui Timotei o însărcinare apostolică de a-i instrui pe credincioși în mod corespunzător în doctrină și practică.
